Changes to EPIRB requirements – find out what the changes mean for your DCV operation

When traveling by land, sea, or air, a GPS-equipped distress beacon can mean all the difference in an emergency situation.

Vessels not affected

Vessels without level flotation that are less than 12 meters in length and operating in D and E waters will not be affected by the changes. Similarly, all vessels that are less than 12 meters with level flotation can continue to carry the kind of EPIRB currently required regardless of where they operate.

The change does not affect coastal life rafts.

Exemption 38 has now been extended to 30 June 2025

If you are currently operating under an exemption that expires on the 30 June 2020, it has now been automatically extended for 5 years, until 30 June 2025.  

You do not need to re-apply to AMSA, if your approval was in force on 30 June 2020, you can still operate under the exemption. The exemption will be automatically extended.

Exemption 38 Marine Safety (low complexity duties) <12 metres

This 1 or 2 day Gold Coast boat training course provides training and assessment in line with the requirements for AMSA Exemption 38, for limited maritime operation to undertake low complexity duties with restricted operations.

If you have current Marine Boat Licence or proof of industry experience, Recognition of Prior Learning, you will only need to complete EX38 Day 2.

EX38 Day 1:  Theory includes pre-study as per RMDL Recreational Marine Driver Licence (Boat Licence) Online Course, Boatsafe Online Learnbook (link) & Onsite RMDL Practical & Assessment & Exam

Cost: $150

EX38 Day 2:  Includes 1 to 2 hour in class (at CWorthy Bayliner Showroom) powerpoint training session, prior to practical demonstration and assessment with limited numbers.  1 to 2 hours will be demonstration with the trainer and assisting students with any areas of uncertainty.  On Water Practical includes navigation and trip plan of the Broadwater with 2 – 3  hours On Water practical assessment of the student according to the specified AMSA 536 Final Practical Assessment Record.

Approximate Time 8am – 3pm Student numbers dependant.

Cost: $650

There is No Sea Service required or formal entry requirement for this course.  However, students are required to have numeracy and literacy skills of at least year 10 student in an Australian school or equivalent.


  • Please notify NTMS of any learning difficulties and we will address specific learning needs of student and accordingly design their training and assessment systems so as to best meet needs.
